Fix Legal Immigration First

Fix Legal Immigration First (Sen. Ben Nelson)

June 28th, 2007

I felt that the problem of illegal immigration exists side by side with the problem of legal immigration. 2. We still have lots to do, that fence needs to be built and all of it, our laws need to be enforced, and security along our border needs to be a top priority.
