Obamination: Treachery at the U.N.; Unilateral Disarmament

I have outlined a comprehensive agenda to seek the goal of a world without nuclear weapons. In Moscow, the United States and Russia announced that we would pursue substantial reductions in our strategic warheads and launchers. At the Conference on Disarmament, we agreed on a work plan to negotiate an end to the production of fissile materials for nuclear weapons. And this week, my Secretary of State will become the first senior American representative to the annual Members Conference of the Comprehensive Test Ban Treaty.At first glance, the stated objective appears to be a desirable condition. Consider what it would have cost us if Harry Truman shared that objective. How many GIs would have been killed in a land invasion of Japan? How many of us would not be here because of those unnecessary deaths? How much time, money and material did Little Boy and Fat Man save us?
First, we must stop the spread of nuclear weapons, and seek the goal of a world without them.
North Korea and Iran want nukes. Give them nukes! No, not on a silver platter, on a mushroom cloud as they were given to Japan 64 years ago. Nothing short of that will prevent them from building and using nukes.
This institution was founded at the dawn of the atomic age, in part because man's capacity to kill had to be contained.
The problem is will, not capacity. Nukes can kill more people and destroy more infrastructure more quickly and efficiently than conventional explosives. Nuke, MOAB, Daisy Cutter, Block Buster, grenade, machine gun or rifle, the difference is one of scope, scale and efficiency. The narcissistic tyrants and Islamic ideologues who seek to maintain and expand totalitarian power will use any weapon, but they seek the best. Common sense dictates doing it to them first.
For decades, we averted disaster, even under the shadow of a superpower stand-off. But today, the threat of proliferation is growing in scope and complexity. If we fail to act, we will invite nuclear arms races in every region, and the prospect of wars and acts of terror on a scale that we can hardly imagine.
A fragile consensus stands in the way of this frightening outcome, and that is the basic bargain that shapes the Nuclear Non-Proliferation Treaty. It says that all nations have the right to peaceful nuclear energy; that nations with nuclear weapons have a responsibility to move toward disarmament; and those without them have the responsibility to forsake them. The next 12 months could be pivotal in determining whether this compact will be strengthened or will slowly dissolve.
Enriched Uranium is a dual use material. It can power electric generators and it can destroy cities. The difference is in the degree of enrichment. The efficiency and number of centrifuges available makes the difference. You could not stop Pakistan, you could not stop N. Korea, and you won't stop Iran. No will; no power.
If they can have nuclear power plants, they can produce plutonium for fission devices and other toxic isotopes for dirty bombs. You can't stop them from doing either or both. While China and Russia have veto power, the U.N. won't stop anyone, including Iran.America intends to keep our end of the bargain. We will pursue a new agreement with Russia to substantially reduce our strategic warheads and launchers. We will move forward with ratification of the Test Ban Treaty, and work with others to bring the treaty into force so that nuclear testing is permanently prohibited. We will complete a Nuclear Posture Review that opens the door to deeper cuts and reduces the role of nuclear weapons. And we will call upon countries to begin negotiations in January on a treaty to end the production of fissile material for weapons.
Have you forgotten China? China is engaged in a rapid military build up. Why? China has been making threats. Why? The same weapons that deterred Russia also deter China. The same missiles that would be used to retaliate against Russia would be used to retaliate against China. Without them, we can not effectively retaliate against either or both.
I will also host a summit next April that reaffirms each nation's responsibility to secure nuclear material on its territory, and to help those who can't -- because we must never allow a single nuclear device to fall into the hands of a violent extremist.It happened while you weren't looking. Pakistan is governed by Muslims. Islam is 'violent extremism'. Evidently President Obama has not read General S.K. Malik's Quranic Concept of War, which has a forward by Zia-ul-Haq. It was published in 1979. Turn to Chapter VII, The Strategy for War, and page 59.
Terror struck into the hearts of the enemies is not only a means, it is the end in itself. Once a condition of terror into the opponent's heart is obtained, hardly anything is left to be achieved. It is the point where the means and the end meet and merge. Terror is not a means of imposing decision upon the enemy; it is the decision we wish to impose upon him.That was written by a Pakistani General and endorsed by the President of Pakistan close to the time when Pakistan developed their bomb That doctrine is not Taliban, it is official Pakistan doctrine. Pakistan is Islamic, therefore aggressively violent.
All of this must support efforts to strengthen the NPT. Those nations that refuse to live up to their obligations must face consequences. Let me be clear, this is not about singling out individual nations -- it is about standing up for the rights of all nations that do live up to their responsibilities. Because a world in which IAEA inspections are avoided and the United Nation's demands are ignored will leave all people less safe, and all nations less secure.
What has Iran done consistently from the beginning? What did Iraq do when the U.N. was seeking to inspect their WMD programs? Does the term "cheat and retreat" have meaning for you? Have you forgotten trucks leaving the loading dock as inspectors arrived at the front door? Muslims Hellbent on igniting Armageddon are not going to comply with inspection regimens in any case.
In their actions to date, the governments of North Korea and Iran threaten to take us down this dangerous slope. We respect their rights as members of the community of nations. I've said before and I will repeat, I am committed to diplomacy that opens a path to greater prosperity and more secure peace for both nations if they live up to their obligations.
But if the governments of Iran and North Korea choose to ignore international standards; if they put the pursuit of nuclear weapons ahead of regional stability and the security and opportunity of their own people; if they are oblivious to the dangers of escalating nuclear arms races in both East Asia and the Middle East -- then they must be held accountable. The world must stand together to demonstrate that international law is not an empty promise, and that treaties will be enforced. We must insist that the future does not belong to fear.
After Israel goes up in a flash of fire you will hold Iran accountable. How, exactly? How do you restore millions of lives after they are vaporized. What justice can there be for Iran's victims? If you won't stop Iran from acquiring the bomb, what will you do after they use it, with a second in reserve?
What institutions and initiatives stopped Pakistan from proliferating nukes through Dr. Khan and his network of fronts?
And we will work to strengthen the institutions and initiatives that combat nuclear smuggling and theft.
Reconsider the cold war. Would the outcome be the same if we did not have nuclear weapons? What if Russia had them and we did not? Would we still be alive and free?
The Jinn is out of the bottle, it can not be captured and re-confined. Knowledge of the physics and mathematics of fission is widespread and can not be erased. If every nuke were disassembled and rendered safe today, someone would build another beginning tomorrow and subsequently threaten us with it.
Are you really stupid and gullible enough to believe that Russia, China, Pakistan, Israel and India would all dismantle all their nukes and never produce another? How about Iran? What damned fool wants to live in a world where demented ideologues Hellbent on world domination and seeking 'martyrdom' possess the only nuclear warheads? Obama: one of them, not one of us.
If we are fortunate, we will have another chance in '12. Be careful when voting and make no mistakes!
