And did I mention spin?

Iraqi citizens are helping the Iraqi Army protect areas from Baqubah to Baghdad to Anbar. They are partnering with Coalition and Iraqi Security Forces to keep their neighborhoods secure from terrorists and insurgents. In Iraq , nationally and regionally based police forces have been the norm. The concerned citizens groups are a new model for securing Iraq . These concerned citizens groups have arisen this spring and summer, a product of General Petraeus’ counterinsurgency strategy, the security improvements achieved by General Odierno’s Phantom Thunder offensive, the leadership of Iraqi tribal sheiks and local governments, and the persistent efforts of U.S. brigades and provincial reconstruction teams.

The above will explain, in part, the following:

Scripps Howard columnist Deroy Murdoch notes that the “surge” is working – and that it is not just the usual suspects who are now saying so.Despite other misgivings on Iraq , Sen. Hillary Rodham Clinton, New York Democrat, admitted to the Veterans of Foreign Wars on Monday: "We've begun to change tactics in Iraq and in some areas, particularly in Al Anbar Province, it's working."This is actually quite ironic. I have been preaching this since the war became politicized during the beginning of the last election cycle. I also claimed and, apparently I was correct, that the politicizing the war against terrorists by the Defeatocramps, will send them into the nether world of insignificance. Why else are they scampering towards the light? The scampering is too late for them but losers will usually beg and plead and make them feel better about their insignificant selves.
"The surge has resulted in a reduction of violence in many parts of Iraq ," Senate Democratic whip Dick Durbin of Illinois told journalists. "More American troops have brought more peace to more parts of Iraq ."
"The military aspects of President Bush's new strategy in Iraq... appear to have produced some credible and positive results," Senate Armed Services Committee Chairman Carl Levin, Michigan Democrat, said in a joint statement after visiting Iraq with his committee's second-ranking Republican, Virginia's John Warner.
Sen. Jack Reed, Rhode Island Democrat, told PBS' Charlie Rose: "My sense is that the tactical momentum is there with the troops, and we've had some success in terms of blocking insurgents moving into Baghdad ." ..
As for the political "solution", in one year's time, Maliki has worked on and it seems apparent that it just might happen, to band the sectarian tribes into rallying together as one to defeat the AQI causing so much madness and mayhem.
